Has she ever demonstrated an ability to rule before she went crazy as a fuck? Because once she goes crazy, all chance of her being an effective ruler goes out the window.
Dany was a conqueror, but one that led a cult of personality that effectively fostered loyalty in her armies. She wouldn't be a GREAT ruler, but she could do the job.
Cersei started off in an a very strong position in a strong kingdom, and in her attempts to hold on to power slowly eroded away everything that made having power have any meaning other than symbolic. She was only ever delaying her defeat, she never had a long term winning move.
But Azula... I can't think of anything that indicates she would last longer than a week.
The right choice
She did a good job conquering and locking down Ba Sing Se at 14 years old. I think she has a better tactical sense than either Cersei or Dany, going by the shows.

Meereen proved that Dany can't rule for shit and would've completely failed if she didn't have dragons. All she is good for is eternal war and conquest.
I kind of agree. Season 8 showed that her plans to "break the wheal" and unite everyone was just invading and bullying everyone into submission with her dragons.

People underestimate how tricky a situation Meereen was. The Harpies made ruling near impossible, she was more than flexible (chaining her dragons, opening the pits, marrying Hizdahr). I don't see how any of the other rulers we know would've handled Meereen without just letting the masters take back their slaves. If she ruled Westeros I don't think she'd be a bad ruler prior to turning "mad" when the last rulers did things like put the crown in heavy debt and go around slaughtering bastard babies in mass.

Well one turned into a drunken alcoholic mess that practices nepotism giving money and power to people who flatter but despise her.
The other was given two countries on two separate occasions and left those cities in ruin. The third time she used her dragon to burn down a capital city.
So yes by process of elimination, Azula is better.
The problem with Azula is she is too unstable when given too much power and it goes straight to her head. Put her in charge of operations or some sort of mission and she gets that shit done. Put her in charge of a kingdom / empire and she goes full unstable tyrant abusing her power and banishing people on a whim
Of course you can attribute some of this due to being betrayed by her only friends and becoming ultra paranoid due to events that recently occurred but that's still pretty bad. She was always a bit of a psycho bitch and once things start going south for her personally she crumbles hard

That's because everything was going her way at the time and the EK defense is fucking stupid. Its kind of hard to believe that these super secret special forces trained since a young age would immediately drop everything and betray their kingdom because some teenager from an enemy nation showed up and happened to be commanding. She essentially just waltzed in and took charge of their elite forces without a fight. Also again that was more of a mission thing. She also didn't really rule the kingdom and it was more handed over to daddy.
Take hostages of the Master's family members. Barring that round em all up and imprison them then give their wealth and power to people you trust.
