The closest thing he has to a female partner is Harley, and he's never committed with her. And most of the time he acts gay around Batman he just seems to be trolling him. There's also the simple fact that Joker is rarely written like a typical human character, with urges and failings and a normal cycle of moods, unless he's having a creative crisis and it's all a goofy bit. So tonally him having sex just seems out of place.
