Look, you mong, the issue is that Becky's hair is a transparent layer over her face and her eye is an opaque layer over her hair. To properly use this technique the eye should be under the hair.
The fact that it is against Roz and you can tell that Becky absolutely despises Roz and everything she stands for only makes it better. Although this strip is probably Willis' out for getting Robin re-elected, her opponent will simply move himself too far to the left to get elected.

Correction: it is a legitimate way to continue drawing important facial features that would otherwise be obscured when you don't want or need to obscure the face.
Willis doing it when her head is turned from the camera is not correct.
Neither is moving the pupils to simulate rolling the eyes when you don't draw enough of they eye for them to roll
