Kat was using the arrow to duplicate the process of transferring ownership of Rey in order to transfer robot's consciousness to the new body, but apparently not only is that not allowed (single use contract of ownership), the arrow itself is bad mojo.

-The arrow used to belong to Annie as she is the one who found it, Then she gave it to Kat so now Kat is the owner of the Arrow
-The arrow was a single use contract to bind a soul of a living being. It was already used for teh elf-fuckboy of the sword lady, no more use of it is allowed.
-Kat used the arrow once to study ownership transfer of Renard from Kat to Annie. As what she transferred was the ownership of the plush, there was no breach of contract, so nothing wrong happened.
-Kat then used the arrow to transfer the mind of a Robot to a new body, that transfer made the robot's mind into a living soul, which was a breach of the single use contract. this lead to current shit happening.
-The loophole Kat find was to renounce ownership of the arrow and therefore forfeit all of the use she made of it previously, which cancel the ownership transfer of the plush too,thus as it concern Annie she has to give her authorisation for Kat's renouncement of the arrow.
-For the forfeiting to only affect the ownership of the plush and not Annies control on Renard, as it does not concern that, the solution is to directly make Renard a familiar of the Annies.
