Pen leaving the show created an absolute power vacuum that for a tiny amount of time Rebecca Sugar was able to fill until she also left, after that the whole show pretty lost all sense of what it wanted to be anymore from all the different players who couldn't quite fill in the vacuum trying to pull it into their own personal ideas.
By the time the show ended I don't think a single writer wanted to try to cooperate anymore, and the finale was pretty much the most desperate attempt at patching together the absolute mess into something semi-coherent.
