Only if they can figure out Beast Boy first. A fighter like Ben 10 or Beast Boy would need to be constantly changing with each attack they do. Ben 10 might have too high of a bar though, because I'm sure they'd want to reach that 10 number for his moveset.

FG devs hate having multiple models at once. Eleven detailed models having to be loaded in for a fraction of a second would be hell on consoles, which is the primary market for Injustice. On top of this, the correlation between DC fans and Ben 10 fans probably isn’t high enough to warrant the cost, lacking the immediate star power and nostalgia appeal for the crowd that’s in their 20s and 30s that doesn’t exactly have the fondest memories of the show

Ultimate Ben would make more sense he can use his alien power in human form and switch between them at will, that would translate better in a fighting game.

The true issue here is not legal rights, or moveset potential, but a character changing models on the fly would be a technical nightmare, especially in a fighting game in which constant framerates are more important than anything else.
That's the reason why Shang Tsung can't do that anymore for example. He can only turn into the opponent (because his/her model is already loaded and ready to use) or just the ninjas in MK11 (it's basically just one model with different textures).

They'd reuse Goro's animations for Four Arms

They'd basically have to make him Shang Tsung, except using characters who aren't even in the main cast.

maybe he'd be done like the turtles, only the weapon would be a few variable aliens. something iconic like heatblast would be on regular attacks. thats a lot of work for one character, but doing a non-transforming ben is pretty pointless

i don't think anyone has to worry about someone powered by something a little black girl could hack into. the omnitrix is a BIT more complicated than that
