Except Norman hasnt been in the mcu so far, and it makes no sense to have him here. In the comics we knew him as the green goblin, so it was a huge twist that he came in charge on shield. If he showed up in the movies he would just be a random corporate asshole, like darren cross or the guy from IM2.
