I don't think Zenigata comparison is a really accurate. Chase is genuinely incompetent and fucks up on his own, while Zenigata is actually hyper competent, but is faced with a far better opponent that makes him look incompetent.
Not saying I don't Chase, the scene where he regrets being mean to Julia, and acknowledges that she'll probably be his boss one day really endeared him to me, but he's no Zenigata.

Also, Chase never feels like an actual problem, but he is still manages to be on the footsteps on his foes.
Chase is so overwhelmingly out of his league, but he is so ridiculously persistant and relentless that his sheer autism lets him catch to opponents he has no bussiness dealing with. Its a tad cute, if not inspiring even.
