It really is kind of ridiculous that they managed to pull of a giant moth and make it threatening. Even managed to give it a good fight. He's owned by Daiei, so they'd have to work out an additional licensing agreement for him to appear. Further, Legendary would still have to get Toho's approval for Gamera to appear in the Monsterverse, since Toho has final say on how their characters are used and what other characters they can appear alongside of. Toho and Daiei aren't really competitors anymore (Toho distributed the 90s Gamera trilogy) but they may not want Gamera stealing Godzilla's thunder in one of "their" movies.
