Dracula&Vlad is easily #1 if we count every single unique dracula as a separate character. Him being public domain, a ton of different authors create their own instances of Dracula that have entirely different personalities, motivations, backstories, etc. but most of them share being Vlad.

A Ripper debunker pointed out that you can use anagrams to prove anyone was The Ripper, including AA Milne, Christopher Robin, or Pooh himself by taking sentences from the books:

One of my favorite things ever is in RA Wilson's Illuminatus novel, there were at least 6 different assassins all trying to kill JFK that day, none of them were aware of each other until they all heard gunshots coming from all over the plaza, and none of them is sure which one actually fired the fatal shot.
