His mom is a princess from a race of sentient crystal computers who project hard light bodies. His dad is a Human layabout guitarist. They fell in love, she shapeshifted herself a holographic womb that he fertilized with his carbon-based sperm, and then she transferred her gem into the baby, ending her own existence and becoming a hybridized half-meatsack half-crystal magic hologram.
Eventually the other royalty from his mom's planet find out. They think this is extremely gay, basically tantamount to bestiality, and they want to put a stop to it and get their sister back. So they pluck out his gem, thinking it will turn back into his mom and that his meat half will just die and they can put the whole thing behind them.
It doesn't work, because his mom/soul/gem-half wants to keep being a gay meat hybrid, so in these scene they tell off the other gems, get back together and have an extremely queer but pointlessly rushed ending.

Even as a potential joke, that question infuriates me. Animation in the West has been in a dark age since Cartoon Network started Toonami. At best, when this show is as old as He-Man currently is to us, it'll be seen as a pure product of its time, no mater how many Disney alumni they get for what is bound to be a TV movie you won't hear about a week after it airs.
I think its fair to say that scene, if nothing else, is one of the best animated western cartoon scenes made for TV.
You can find better animated scenes, but usually those involve movie budgets. Or come from japan.

It's not actually technically perfect, but I'm convinced that seasoned animators like him intentionally put in slight imperfections so it's obvious it's all hand drawn and not rotoscoped. It feels better to look at.

I don't think it's a matter of putting in mistakes as much as it is he knows what to focus on to make it look good.
It's a nice looking scene, but as others have posted their are more complex examples out there.
Imagine if they'd actually stuck to hand-drawn animation.
Imagine where we'd be.
We would have fewer animated shows and movies in general, and because of the high cost to produce such works would be incredibly focus grouped to be as safe and bland as possible, because you need to hit the lowest common denominator in order to maintain profitability. Any show that wasn't immediately profitable would be cancelled before the end of their first season. There would continue to be a very, very strong focus on toys and other merchandise, because you need that merch money to sustain your animation budget and keep things profitable.
Alternatively, it might just turn into anime where the way you keep things profitable is to cut corners on as much of the animation as possible wherever you can. Reuse footage, loop mouth flaps, stage scenes to hide characters faces so you can have conversations without having to animate anything. Save your animation budget for a couple outstanding scenes an episode that will be the parts that people remember.
Sure, you'd have a COUPLE of really outstanding hand drawn sequences, but mostly just in movies and the general quality of everything else would largely drop due to the increased effort to make it.

His mom essentially fused herself with human DNA, creating an offspring both Gem and Human. The problem is that this means she essentially "transformed" into him, and he still has her gem which contains some leftover pieces of her essence, which obviously creates a sort of existential crisis for him. Especially since all the aliens still see him as his mom, and he still has some of her memories. The most horrifying idea for him would be that he is literally just Rose with her memories wiped (which is kind of an interesting existential question, would it make a difference? If your memories are wiped are you the same person?)
This scene is after his gem is plucked out and he is splintered into two souls. This is him reconciling with himself and essentially confirms that Rose is gone, "Steven" is just Steven. Fusion in this series is usually a metaphor for some type of relationship, whether romantic, platonic, casually sex, toxic. But almost always associated iwth some type of care for the person. Steven "fusing" with himself is a chesey accepting yourself message, but it was definitely well done within the episode.
