Nision ended up being dead at the time so it's fine. As much as I dislike AoU, Vision was one of the best parts. Aside from I guess suggesting a benevolent machine would probably be one of the nicest "people" around, you can still justify it with the elevator explanation. But Vision is Jarvis+Mind Gem+the best parts of the other Avengers, of course he'd be worthy.

*Technically* Steve is the first to do so, in the beginning of that very movie. Head canon turned canon canon by Fiege in some AMA, Steve could pick the hammer up which is why it budged, but he didn't go all the way because he didn't' want to show Thor and everyone else up. His worthiness was in question because he's a machine. They poke fun at it toward the end of the movie, but it may actually be why he could do it. Also, aside from swinging it around like a club I don't think he did any "power of Thor" stuff, did he? And besides, he technically didn't beat Cap to the punch. Cap being worthy is set up before Vision even exists, in the party scene. There's been a ton of debate over whether or not Cap was worthy and hiding it for Thor's sake, or whether he might've been "almost worthy" or "kind of worthy" at the time, but the deliberate choice to show Thor reacting to the hammer being slightly nudged is what seals the deal.
