All those lawsuits were based on the fact that supers were either malicious, over representing their abilities, or were criminally negligent, none of which were true. Most of them just genuinely enjoyed ensuring everyone was okay.

Lex despises the fact that humanity adores and depends on people who are superior to them in almost every aspect, and believes that humans should be the one's charge of its fate. His jealousy plays a part as he thinks he should be the one with all the power in the world.
Evelyn is a similar but different case. She doesn't wish to be powerful like superheroes, but she aims for a world where they're not needed.

Incredibles 2 was painfully mediocre

The entire point was that she and her father were two extremes.

Her father placed his trust entirely in someone else, and as a result was killed.

She took that as a lesson to never trust or rely on anyone, ever, and as a result became a bitter loner.

Her brother learned from both of them. He was willing to work with and help others, but remained proactive and in charge of his own live.

It wasn't just keeping them outlawed, it was about making sure that the idea of a hero stayed dead permanently.

As long as supers operated, even in secret, there would be people who trusted tham and would want to bring them back. What she wanted to do was build Helen up, give the public someone to beleive in, then, not only allow her to fail, but frame her as someone who actively took advantage of their trust and planned from the outset to overthrow the people she "pretended" to help.

She wanted to create a world where the idea of someone offering their services up to the public good would be immediately viewed with scorn, distrust, and suspicion. She wanted to create a world as bitter and cynical as she was.

In short, she wanted everyone to think and act like her.

I mean the big difference is that Lex doesn't really believe it. It's been canon for a pretty long time that he just convinces himself that he's motivated by high-minded ideals regarding rejecting the superman to advance humanity at a whole, but he's really just a salty bitch at the idea of there being people out there who can be better than him specifically.
