Fear wasn't sustainable either, they make a point at the start of the movie how kids are getting harder and harder to scare these days and they have consistent difficulties making their daily quotas. Laughter is ten times more powerful than scream, is Waternoose trying to argue it's THAT much more difficult getting kids to laugh than to scream?
