Glomgold: pure ruthless evil "what if Scrooge had no morals nor family to keep him decent" for evil's sake. Always choosing the eviler option whenever it's profitable as the less evil options

Magica: ruthless, merciless but not properly evil unless you get her pissed by messing up the few things\people she cares about.

Beagle Boys: evil enough, but on a small scale.
In short, a bunch of thugs.

Rockerduck: actually LESS ruthless and evil than Scrooge, but unlike Scrooge he has no family keeping said tendencies in check.
Also, said tendencies are almost exclusively aimed to Scrooge: one of the reason he's always second-richest it's because he actually pays his dues to his collaborators and such.
