I don't even know what Men in Marvel comics have enough stability of character to warrant an audiences respect enough to be a convincing Illuminati. The whole Illuminati/S.H.I.E.L.D. story line that came after have the heroics of the costumes characters a very weird context. Agent Brand knows about them but Fury doesn't under a very recent defeat and mind wipe. In fact the first issue starts with the first page being a last page double side spread from the middle of their last first caper being the capture and mind wipe of a black Nick Fury, losing on the floor with one of the characters saying, See, I told you this one wasn't a Skrull. It's the red skull tapping his noggin like he might have Xavier's position on the team. Second page shows each of the other characters have been dragging a fake Nick Fury with holes in their heads, a skrull, a robot, the white Nick Fury clone from the recent Secret Warriors, with the words snake crown nearby.
They place some mechanism around the real Nick Jr's head and Red Skull says he could do this without technology, but the Modok says "year right like any one trusts you, as each character walks up to the tech headbrace-mind-whipe-thing and inspects it and plugs in a separate wire that runs to an almost identical mobile control lab for each villian. Norman Osborn is looking over Otto's shoulder and looks to red skull, we see his hair and eyebrows look extra liquid.
Otto looks to Norman as the others finish their assessments of the mind wipe we're only on page 3.

Page four has them walking out of the scene the whole thing screams Mark Miller's Wanted Fraternity.
They walk about into a giant AIM facility, waking across a metal bridge. Doom, Modok, Arno, giant Caroon Kingpin, Norman Red Skull, Bullseye, Superior Octopus, and Zola closing the doorway behind them.
Bullseye and Otto as secondary to their boss are in the back with Zola and Bullseye is placing bets on who of the heroes will end up stopping them, Zola exclaims "Stopping them, they aren't DOING anything, his ambitions apparently extremely stripped down. He says, all we did was eliminate a bunch of fake Nicks, give him the credit for it, and erase his files on all of them." Otto, thinking himself the smartest of them all calmly posits his answer of who he thinks will be the one to stop them "America."
Bullseye looks at Otto like he doesn't believe Otto's bet. Another of the group replies "She's only 20 years old, and who's team is she in these days?"
The top guys are the top guys, the secondary guys are the guys with lackeyes and the tertiary guys are the Lackey's. Of the Guy's with Lackeys two are guys who have been returned to life by their lackeys and of the packages one is a continual duplicate in a robot body. Bullseye and Mysterio are the only unpowered guys there.
The next scene has them walk into a !eating that's a trap for Mysterio. Kingpin reasons to Mysterio that he had to be sure he knew the relationship between them was ordered in an honest way. He exlaims, I am a business man, and Iam not the only one here. He motions to Norman and Arno.
Something something Mysterio is tied to a chair being asked questions as Zola begins to draw blood (medically). Mysterio exclaims that's a bad idea. Zola stops, looks up to Red Skull.
Zola shines an ultra violet light at Mysterios head to reveal under a latex skull cap, Mysterio has a full head of hair and under the hair electrodes have been glued to his scalp under a band.

To Red Skull Zola Whispers to Red Skull. Red Skull does a perfect Charles Xavier voice and says something about mutual trust being of utmost importance to the function of this team. He then thought bubbles some words.
We see from within Doom's perspective a HUD typing all the words Red Skull just organically projected.
Then in a perfect Dr Doom impression he says something to the effect of but he doesn't have to be intimate in the minds of everyone there.
He looks at Doom and asks him telepathically who said that that Skull or Doom, and Doom plays back the words back via a speaker in his armor, but skull speak over the recording

There's a scene where they look in on what the Champions are doing and Bullseye looks at a screen and says that they are fine they are arresting a terrorist dresses as a clown. While looking like it's funny and stupid.
Zola and Otto laugh back at him but Otto is laughing at Bullseye because out of all of them Bullseye the only one wearing a mask and Bullsyeye's mask and costume have a bullseye at the center.

As soon as Bullseye explains the reason and irony behind his two symbols several targeting holograms project directly to his forehead and Zola's targeting aray hologram has two vectors angle measurements tacked on each end, one at the start showing angle of targeting and at Bullseye's head there's a couple of different possibilities of evasive directions, at both his chest and head.
There's also the carnage symbiote extended from Norman's suit, around bullseye's neck with claws pointed at both targets.
Everyone is paused.
Bullseye calmly with a lifted chin says
First of all, Norman, not cool. Second of all, I'm with you guys. (The scene later goes on to show that it was actually Red Skull telepathically controlling the symbiote.

She's morally flexible enough, but she's uncompromising. The whole idea of the Illuminati is a compromise; she wouldn't really get the problem with turning it into a secret world government, or she would just announce to the world all about it.

T'Challa was against it from the start and is against it again.
