Not entirely sure, but probably. #1 was the only issue that existed that was fully penciled and scripted in the 90s and was basically ready to go from the outset (aside from inks, colors, letters).

Besides, they gotta leave something for the people buying copies.

What's the deal with this?

This reminds me of that episode where Shredder counquers the world but it's so there is so much fuking paper work Shredder begs the turtles to defeat him.
The last arc from Archie's TMNT that was never published because the series was becoming more and more violent and Victor Gorelick (Archie's editor at the time) didn't like that.

Ya know the Archie TMNT comic? This was the next planned arc before the creative time was fired and the book was canned.

Basically Archie's TMNT started as a straight up comic adaptation of the cartoon but after 4 issues the comic got a new writer Dean Clarin (it was a pseudonym that Steve Murphy used, does sombody knows why?) and a new artist, Chris Allan that introduced a lot of characters and concept that would later be used in other tmnt adaptations. The comic went from just goofy stories to more serious and mature, pretty heavy material for what it was supposed to be a kids comic book. Archie didn't like that so the creative team Clarin/Alan was fired when they were supposed to make this arc. Then Mirage It was supposed to be publish The Forever War in 2009 but Viacom bought the TMNT franchise and it was canned. Fans never forgot this so a group of them is making this happen with the help of Murphy and Allan through crownfunding.

I just know is a non profit fan work (they specify that), this guys made TMNT: Odyssey a conclusion of the Image run before and there wasn't any lawsuit. I just don't know how they are allowed to use the original scrips , maybe Murphy and Allan still own those. Believe me, this guys promoted this in a site where IDW writers, artist and editors post, so they must know their shit.
