Phoenix was considered a "reality bender" on a small scale, she could manipulate matter at the molecular level. Personally I dont consider that "reality" bending, its just very fine control of the rules as they are currently wrriten. If you're not bending the laws of the universe its not reality bending.

Reality warpers are not excluded from the general rule of powelevel debates: judge characters by their feats, not their hype. The biggest things ever wished for are not particularly impressive, stated restrictions shaft possible wishes pretty hard and there is nothing to indicate that even at most the Genie is something beyond a reality warper with "admin rights" encompassing just one planet.
