You're right. The contain elements of what would become "superheroes" but they themselves aren't superheroes.
I came up with a fairly simple litmus test to determine what counts. A Superhero must
1) Have a dual identity
2) Have extraordinary skills, powers or tools that are not possible in the real world
3) Have a garish or otherwise impracticable costume/uniform
4) Must use these to perform feats of heroism
Characters like the Shadow, the Web, the Phantom, the Clock etc all tick off SOME of these but not all of them.
