Inhumans are humans who's ancestors were experimented on by aliens. When exposed to terrigen mist the mist can give them super powers, but also turn them into genetic mindless freaks, so the inhuman royal family was pretty selective about who they exposed it to. Then a bomb of it exploded in the atmosphere and started moving across the planet like a storm, while also slowly expanding, causing mutations for anyone with inhuman gene.
The mist also kills mutants.
