He would work to stop brand criminals even after their sentence is served in such a way that they are unable to reenter society.
He would work to ensure that everyone has access to affordable food, shelter, education and healthcare and he would lead as an example.

Because on a scale such as Superman's, they completely change the dynamics of society. Ignorant "goodness" does nothing to advance, to strenghten humanity, all it does it make it weaker and weaker with each generation, changing the power structures and allowing for the destruction of our creations.
