Let’s play a game, Yea Forums. We post morally dubious situations, whether simple or complex, and decide what the Man of Steel we all know and love would do, keeping in mind that he is in his civilian persona as Clark Kent
The goal is to see how a morally upstanding, but still human individual would conduct themselves.

He would work to ensure that everyone has access to affordable food, shelter, education and healthcare and he would lead as an example.

As for weakening humanity that is something he wouldn't do, Superman would encourage Humanity to better itself as a whole from the side offering encouragement and guidance when needed, the only time he truly would step in and take on matters with his own hands is if humanity were facing a threat it currently is unable to deal with such as meteor strikes or giant monsters. If he steps in and saves people falling of a bridge he would then later ensure that the issues that caused them to fall of in the first place is dealt with.
