Depends on the writer. Ditko-era you see a lot of people taking the Bugle seriously. Later on maybe in the 70's or 80's you see people not buying the Bugle because they don't trust Jameson's opinion. And then sometimes writers are inconsistent about whether Jameson is someone who actually supports Mutant rights or not.
