He is a villain, He isn't a heroic guy that uses unnecessary violence, he is not a reluctant empire official trying to change the system from the inside, he is not some form of rival that would be your best friend if he wasn't in the other band.
He is the main enforcer of the evil leader of a fascist empire. he chokes people to dead if they fail, changes deals on a whim and tortures people. The only reason fans like him is because he has a cool design and a deep voice.

to be fair that game was never considered. I remember reading an interview where the director said they have their side canon to play with and aren't limited by what's already canon.

The only RPG I've been very invested in since I was a kid playing JRPGs all day has been Morrowind. Skyrim didn't have enough story, atmosphere, and mystery to keep me invested. Sure, there were mods, but seeing how many mods I could stack together at the same time became 90% of the game for me.
I really want to play a RPG that has anything close to the charm of Morrowind or the Final Fantasy games I liked so much as a teenager.
