Universal, but I am guessing their importance diminishes with the distance to Xandar. And in a universe where the Skrull Empire, the Kree... also empire? And Shi'ar Imperium exist I doubt a cosmic police force has a lot to say.
And of course the Nova Corps hasn't practically existed since Annihilation.

People seem to make fun of them but have they've been good anywhere? For how good the Green Lantern is, I would've expected Nova Corps to be as impressive.

They've really never been relevant outside of a couple arcs. They exist to die in droves and are largely defined by the number of times they've been wiped out to prop up a villain.

what's to like? They all die off at the beginning of each and every big event. Then some writer decides to bring them back after about 3-4 years of not existing, only to be killed off at the beginning of the next event.

That's kind of their problem, they have no reason to have any authority since Marvel space is divided up between empires. The GLC in DC at least is propped up by ancient super evolved near abstract level beings that are above those kinds of things.
The Novas would have to be set up by Lord Order and Master Chaos, or Epoch to hold a similar level.

Nova corps originlly where jut Xandrin militia and they didn't patrol space. The protected Xandar and others were space explorers. Also the first time Ador refers to a group as the Nova force she uses it to adress the Champions of Xandar which was a group composed of Rich and some forgotten chracters.
New Warriors and Nova vol. 2 started making them into GLs and as time went on so did DnA and Loeb made it worse by making people think the Novas are powered by the helmet.
Also Giffen getting rid of the Nova corps was also partially to eliminate tht GL connection but DnA kind of brought it back.
IMO Nova should be a one man corps, just Rich by himself or maybe just Rich and Sam but no one else. Xandar should also stay ded and gone.
They never bothered to define what the Nova force is and most writers never cared to. The closest we got was DnA using what was already established with the nova force being gravimetric and Rich being able to absorb energy. In the DnA comics you see him and other Novas creating gravity fields to stop objects mid air or to make them denser. They can make force fields. With the energy absorption thing Rich can absorb energy and spit it out as an omnidirectional beam, do portals and giant stargates, he doesn't really shoot it out like bolts like most people depict Sam doing it. Also the gravity powers in DnA's run are depicted as blue while the energy stuff is depicted as being red.
And speaking of Sam you had either Zub or Waid in Champions (can't recall) having Amadeus say his power is telekinetic which also got echoed in Zach's Old Man Quill.
But yeah, I agree Nova force really needs to be defined because as it is right now it allows users to do all sorts of things and it doesn't even have a limit.

DnA never had him require the helmet. That's a misconception you can mostly attribute to Loeb since he made Sam need his helmet, but Rich didn't appear to need it until he came back in 2016

Gunn shouldn't have even touched them in the MCU but he needed his token police force. Still I can't blame him for making them mall cops especially since originally they didn't have powers, only the Nova Prime did. The Nova centurions just traveled in ships, space cycles, and flew with an gravity belt.
Not really, those characters just showed up in that page and the guy in the bottom right is suppose to be a reader whom the artist snucked in there. This is also during the era when DnA tried to make them more into GLS but at that point Nicieza and other writers had already been doing that since the early 90's in New Warriors.

Well there's nothing that says he needs it still, he did summon the helmet to him at the start of vol. 7 and in Cates' GotG he can still use his powers even with half of it. Honestly I'm chalking this up to Writers being incompetent and not giving enough of a shit to adress it but maybe Ewing can make it more clear in the annual.
I hate the whole helmet gives them powers thing though, they should just destroy the Duggan Nova corps and make it so Sam doesn't need his helmet and establish that Rich doesn't either. Hopefully that's where Zub is going since he said he has read Rich's older comics.
The problem is that the bigger it gets, the weaker each individual member becomes. Nova Corps could work well as a small team of elites though.
Here's them flying with their belts alongside the F4, notice they don't have the same trail Rich does when he flies. They also carry guns.
I'm expecting Ewing to address some of this shit too next month. I do agree that the new Novas should have never been a thing, and they should be written out already.
Loeb specifically made Sam require the helmet because Nova Force was gone at the time, and Rich came back with almost none of it. So, I don't think they'll make Sam independent of his helmet. Truthfully, I think Zub is going to give him a new identity in July or August.
