The Korra prequel flashbacks make it clear the division between nations is a contrivance of the spirits not something that happened naturally. The Lion Turtles who bestowed bending and gave humans a place of respite are long gone and there is no overt cause to maintain the division except for the line of bullshit the Avatar spirit pushes, which is meaningless. The four types of bending aren't going to disappear if the political boundaries do, and the real enemy has always been the spirits.

There's not enough manpower to make that work. I only imagine that hot air balloons require a firebender with pretty good skills to control a hot air balloon, and another with the same skills to carefully aim or drop bombs without harming their squadmate.

Battleships on the other hand can transport far more people from point to point and requires bare minimum firebending to keep going.

The Fire Nation only started the war because the Avatar Spirit maintained "the balance" that had existed for 10,000 years on completely arbitrary premises. Once the spirits were subjugated and removed to their own world, there was no good goddamn reason to keep the nations separated. It was always spirit bullshit and Firelord Sozin wanted to stop the Avatar cycle to stop that imperious hand of the spirit world from oppressing humans.

Zuko literally just opens a hatch and shoots a fireblast into it to stoke the flames. That's his personal ship and not a huge war zeppelin but still. You'd need a skilled operator to actually fly one of course but any basic bitch bender could keep the damn thing fueled. Hot Air Balloons are also significantly easier to create than fucking giant manufactured battleships. Any prosperity the Fire Nation could give to the rest of the world would completely falter by the long term.
