Even in the Marvel universe the Punisher is shown as wrong. Batman understands that a vigilante can't be judge, jury, and executioner.

Has the Punisher ever been glorified in a comic, or has he always been a tragic anti-hero?

On a small scale Frank seems like a bad guy but he's really putting in the work on a large scale taking down so many crooks and criminal organizations.
On a case by case basis Batman is a great hero but if you look at his track record as a whole he's definitely gotten hundreds if not thousands of people second hand killed by letting irredeemable killing machines like Joker and Poison Ivy run around Gotham.
In the crossover frank is definitely in the right though.

Batman is wrong. Imagine how much safer Gotham would be if they just killed all the criminals instead of chasing them down after escaping from Arkham every week.

Diana recognizes how important Bruce's ideals are to him, that Joker needs to be stopped by the system. If Gotham just lets Batman deal with criminals and kill them himself, what happens when he's gone and the underworld rises back up for vengeance on Gotham?

Batman is unironically one of the worst heroes out there. If he's that determined to die a lonely man, if he doesn't care about himself at such a level, then why not cleanse the whole damn city and carry his sins? Batman's a coward manchild and nothing more.

It's a shame that Batman's only moment of self-awareness came in an alternate one-off story arc

We need an arc to just end this retardation once and for all. Batman kills the Joker and corrupt fucks at the state level see an opportunity to label Batman a killer, sweeping into Gotham with big federal agencies to usurp authority from the GCPD and drive the town into anarchy as a giant manhunt for Batman ignores the huge wave of crime caused by Batman's inability to operate with impunity.

As these corrupt agents cause more and more civilians to die as casualties in an unnecessary crime spree Batman grapples with whether he really can stop with the Joker, or if now he'll have to continue killing to remove this new obstacle and protect Gotham. Resurrect Joker years later if writers REALLY want, but make a point even dumb comic readers can get: it won't stop at just one, it can't.

Besides even though Punisher is usually viewed as wrong, the justice system in DC is fucking garbage. Its not like Joker is some superhuman and they lack the means to kill him. He's just some wacko. After the guy who killed literally thousands of people by this point breaks out for the hundredth time, SOMEONE is finally going to get fed up with their shit and put a bullet in the fucker's head.

Exactly. Unlike the other superheroes, Batman's efforts need to be futile or else his character wouldn't make sense the way he's set-up to be. Unless we go back to Bat-Adam West and restore that kind of wacky Gotham back.
