AFAIK he has the potential to become Telekinetic and Telepathic but he’s only ever unlocked the Telepathic part.

One or more autist is inevitably going to complain that what you're talking about is called "telekinesis." Others will claim he has no telekinetic powers.
Fact is he does though. Someone might complain this image is from an older continuity and doesn't count. But Onslaught had telekinetic powers too, and yes, that was before he even absorbed Franklin's reality warping abilities.
As for why he doesn't use that power to walk, most people don't realize YOU aren't responsible for much of anything your body does, walking included. If you had to actually determine how every little muscle in your body twitched to orchestrate the convoluted multi-process system that underlies walking you would look like a complete retard. Balance is just taken care of for you when you're healthy / not brain damaged as another consideration. You don't will balance to be the way it is with all your physical movements. You just take it for granted and subscribe to the pleasant but untrue narrative that there's some "you" character pulling all the strings.
