None of these come close to The Joker.
Thanos was a literal who before the MCU.
Not even lex. He has a similar prominence in DC stories, but bald man isn't as instantly recognizable as clown gangster.

They have plenty more, it’s just all of them don’t get the single push that Joker always gets. Doom, Magneto, Apocalypse, Galactus, Thanos are all pretty iconic, just jut as popular as Joker.
Because DC doesn't really push any other villain as much as Joker. Says more about DC than anything else, really.
They could have made it great if they didn't try to cram two hundred references into one movie and actually focused on a coherent story.

I think Joker and Spiderman has the same problem. Both are two of the most iconic characters of all time but have the worst good/bad comic ratio.

DOOM literally becomes omnipotent every year, so awesome he is. Does Joker become omnipotent every year? If not, then he simply isn't as well-written as Doctor Doom, I'm afraid.

Because Joker was created in the 30s or 40s, was part of a super popular TV show in the 60s, and a blockbuster movie in 1989. He had a lot of time and exposure to the masses. Mavel by comparison had all it's major villains created in the 60s and 70s, and until the late 90s/early 00s, they were confined to cartoons at most.
Not to mention they had to change his overall motivation from the comics to give hims some false sense of depth i guess?
