In universe: The Spectre needed a new host as Jim Corrigan had finally earned his final rest and it was now unattached without a host. The Spectre had a few contenders lined up and Hal said he deserved it because he deserved to be punished for what he did so the Spectre chose him. Hal was initially the Spirit of Vengeance but managed to warp the Spectre's mission into Redemption while he was host

Out of Universe: Geoff wrote the event that made him the Spectre, it was probably part of his long game to get Hal back into the DCU. IIRC Originally they were going to choose Enchantress for the new Spectre but went with Hal instead, I don't really remember the story why

They were paring down the DCU and wanted to drop a lot of baggage. Superman was the ONLY Kryptonian and they wanted Kyle to be the ONLY GL thing around. Hal was too old, he'd had the gray streaks for a couple years when Emerald Twilight happened. Guy and John had too much baggage. They wanted something completely fresh (and a character they could basically use as a Spider-Man type character, somebody younger and more fun and more exciting). So they ditched the Guardians, ditched the Corps, ditched Hal and brought in Kyle.

John was a Darkstar but he did end up crippled for a while. He got his spine fixed once or twice. Guy was solo with a yellow ring but when ET happened they got rid of that ring too and gave him the shapeshifting powers instead
