Can't say much about the others.
Mieville's run is the only one I liked
the others didn't grab me as much and I didn't pay attention but that's because Dial H's weirdness and take on the series left me biased

Not true. With three issues we learned that Dee knows something qbout Naomi's past, that Dee is actually a thangarian and Naomi's dad is a rannian, that Naomi came from alternative universe and that she has powers.
A lot has actually happened.
God forbid a new character gets a little attention, they might actually might succeed in the market and people talk about something besides Batman 24/7.

Ya know, i get hes a human from the 60s-70s trapped into a weird-ass dimension therefore brain damage IS expected, but if you want to sell this guy as some key serious character, you could remove that last 'line' and it would have worked way better.

Silver Age Dial H is more like a test run for Superheroes new or old, more or less DC's way of testing the waters to see how people react to a given character. Shit got screwier in the 2000's, and a lot sadder.
I take that as a hint that Robby isn't actually the bad guy here.
the comic does a good job of balancing goofy and serious tones. You start of with some fun pranks and stuff and then you get into some extremely dark flashbacks and then you have the Dial for a really great triumph over that past pain. And then you tie it back with a big reveal and some goofy fun back into it. It's a well crafted issue
