After Alan Moore left the book, Veitch took over. He wrote that when Swampy was in space, the Parliament generated a new elemental but it had not found a host yet.
Veitch spent like twelve issues working on this story. In it, John kept trying to find a new host for the elemental. The untethered "sprout" kept causing elemental and psychic storms, and was getting deranged from all the possible hosts (like Solomon Grundy)
John visited several people, and eventually understood that he, Swamp Thing, and Abby were at the heart of a synchronicity storm (John having luck magic was there from the start)

Swamp Thing had been successfully tanked in sales by Millar, so DC relaunched it a few years later.
Brian K Vaughn was an up and coming writer, so they gave it to him. He decided to focus on Tefe, Tefe had been written out of the book before Millar took over (editorial told Collins to kill Abby and Tefe, she refused and had Tefe abducted by the Green and Abby divoced).
Tefe, frankly, was nuts thanks to her upbringing by the Green. This is what mentions.
BKV wrote that John found a dying girl, and convinced abby and ST to let him body and memory swap the two young girls. Tefe then lived for a few years in the life of another girl.
Then around when she was graduating high school, she had a mental break, killed her friends, and went on the run.

The thing is, she's barely appeared since. She was in a few issues of the next volume by Diggle/Dystart, but Swamp Thing chronically had low sales, and she never developed past this.

It turns out that the senator is the evil person trying to hunt Tefe too. He gets his daughter back (or rescues her from Tefe's madness), and the daughter is convinced that Tefe will rescue her. Because the book was cancelled, this never happens
