Wrong, they're denied having the Law of Return be applicable to them. That doesn't bar them from obtaining citizenship the normal way.
Speaking of which, the Law of Return extends to anyone who's 1/4 ethnically Jewish (as well as non-Jewish spouses of children and grandchildren), not just according to halacha (which says a Jew who converts out is still a Jew), so that's a poor barometer to use anyway.
