Even under the power of Poison Ivy's brainwashing, the Flashes are heroes at their core. They try to fight her control but can only manage to temper their own speed.

Speedsters job in comics, but the Selena wank by King was particularly blatant all throughout his storyline.
Basically no one should be able to hit people with superspeed but they do because if they don't then you can't move forward with the story.

The official excuse is that they're not as fast and agile as they're supposed to be because they're not in full control of their powers.
It's a bullshit explanation, but then again it's a bullshit comic.
1) Quicksilver isn't as fast as the flash and has consistently being beat in similar manners. He never got ludicrous powerful as time passed on as the Flash and Speed Force.
2) Plenty of people shit on Wolverine wank all the time. I am one of them, Wolverine wank is the reason all X-men movies are unwatchable save Logan in an ironic twist.
Maybe he slipped on a banana peel and fell on the sword.
If anything wouldn't a Flash not in full control of their powers be MORE dangerous? They'd be more likely to fuck up and turn both you and themselves into a smear a mile long as they accidentally flop through you.
If comic books followed the laws of physics they could be a lot more or a lot less interesting, depending on your perspective.
Even if she could somehow knock them out, the sheer force of their weight and speed is much greater than any normal human can counter.
She and Batman would be flattened by an unconscious speedster's body running at them.

The whistle was actually clever and required imagination. Selina kicking 3 Flashes in a row was bullshit and required 0 thought.
Speed force does not work this way, it usually null the impact unless flash intentionally change it.
Wolverine is a mutant tagging one speedster. Catwoman is a human tagging three speedsters all faster than Quicksilver
