I'm not sure if he's really THE most petty (Manta probably wouldn't have lasted as long as Lex did in the situation in the pic), Lex is a bit more stand-out as his pettiness is shown to be detrimental to himself as much as anyone else.
The pic is a good example, but even before his revamp Luthor was screwing himself over because fuck Superman apparently. Like that time he basically tricked himself into falling in love with a girl as part of a long-con to get Superman warped to another dimension. Or when he threw away the adoration of a planet that loved him, and ended up responsible for the planet's destruction because he simply couldn't let his rivalry with Superman go.

Lex at least has aspirations outside of hating Superman. When Aquaman was dead, Black Manta quit being a villain and worked at a shop selling fish. As soon as he heard Aquaman was back he killed everyone in his work and got his suit from the water. Aquaman even talked him down one time when they were about to kill each other, saying that Manta would either die or he'd lose his purpose in life after killing Aquaman. And it worked.
