It’s never too late to learn how to draw! Even I have trouble drawing circles and stuff sometimes. The only thing you need is patience and the ability to not give up in the face of failure. There’s always gonna be something you aren’t satisfied with or that you think you could do better, but you will be improving, even if you can’t see it without taking a step back.

Depends on what exactly you wanna draw. If you wanna do cartoons, there pretty good beginner guides on youtube and in most public libraries.
For a start you should work on visualizing and constructing what you wanna draw as three-dimensional objects; easily the most important part.
Also try to draw a little every day, even if its just for ten minutes; looking back on a drawing you made a few weeks ago and realizing your growth since then is a great motivator.

Drawing is one of those skills that can deteriorate really fast if you don't do it regularly.
I took quite a long break from drawing when I first started college and another one when I burned out on ponies and it threw me back hard both times. And yeah, trying to get back to a level you've previously been at sucks balls, but it's part of the process.
That's why I started carrying around a sketchbook to get in some drawing when commuting or between classes. Helped me out a lot in terms of consitency and motivation.

Sorry, was asleep. I work on regular A4 300 dpi (it's too big for a numerical drawing, but I always resize the picture in the end anyways). As for the size of the brush, it varies between 10 and 15. I think a good line art comes with training and patience more than a good brush, but if it helps you in the process that's fine.
