It's definitely partly the voice director, these shorts are really a way to make the characters way more expressive and wacky than they are usually portrayed. Just compare how Mickey usually is with how Chris Diamantopoulos delivers some of his lines. The reason Wish Upon a Coin is so hysterical is 90% due to his deliveries.
