Don't worry, that was from a year or so ago.
This is what he looks like now.
IIRC that's a variant cover for some Wolverine #6 series. Or, at least, that's the most consistent information I got from it last time I researched it. I've also seen it been said that it's from the 2014 Nightcrawler run, or the one before that. But it looks more like a cover to me.

I’m really hoping Hickman’s reboot just wipes the entire X-men canon for the past decade completely clean, so yeah ideally.

Ehh, I don't dislike it, but it makes him look MUCH too young, and the Hipster Youth haircut along with his general aesthetic makes him very zoomer-ish. Although he is a movie star in that universe, so I guess it makes sense.

What are his best stories?

Personally I really liked seeing him as the sort of leader of the team during the early 00s Casey-Austen era (even though Austen’s writing was otherwise pretty bad.) It shed some light on his character in a way that I’ve otherwise really only seen in his solo runs.

Personally, and from what others have said, Nightcrawler doesn't really have any outstanding stories, but he excels at being a fantastic supporting character.

what are the best X-Men comics outside of New X-Men and Astonishing X-Men? That's all I've read the older stuff looks really dated with the pages and pages of dialogue and I'm not sure if it's worth going back.

Grow a pair and read Claremont. Maybe best Kurt is there along with in Excalibur.
Also you better mean Kyle/Yost's New X-Men. Towards the end it gave a good preview of what the Claremont run was like.
