Execs probably think the show about 30 year old men doesn't hit with their American target demographic because they're too old, so they'll make it about 90s babies for the younger kids and the nostalgic adults, all while hoping the overseas audience doesn't miss Chloe and her Korean family.

The information is largely accurate but it's information that has been known for a while. Not a lot of people know about Mao Mao, but I've made some Yea Forums threads about it.
Parker Simmons, the creator of Mao Mao, has been counting down to a reveal on the 20th, and his countdowns have been liked by numerous Titmouse employees. So Cartoon Network IS gearing up for a reveal.
The leak is plausible, but there needed to be some surprises on the list for it to be remotely interesting.

Except Ituriel has all but confirmed that villainous was in production (for either new shorts or an expanded series)

Villainous has never, once, been confirmed for the US. None of the shorts made it over. Nothing did. Everyone was adamant they would air around Halloween, and even insisted they used the Halloween music, but that didn't happen.
Cartoon Network's worldwide have original productions. Oswaldo is a Cartoon Network original, in Brazil. Do you see that coming to the US?
