I know they're making some weird live-action hybrid movie, so maybe they had to break tradition and give Tom clothes in order for that movie to work.

It's one of the original really popular kid apps, which was nothing more of an app that you say things to the cat and it said it back to you in a squeaky voice. Really goes to show how just a character design can keep a franchise going.
