Lucas had a completely different idea for how he wanted Grievous, but it hadn't been finalized as of Genndy making the animated series. So the sudden jarring shift in his characterization was the result of it actually being two entirely different characters that just had the name and look shared between them. The Clone Wars Grievous ended up even weaker because you can't have a relentless killing machine occupy the same space as main characters too long without raising a bunch of questions about how he's never managed to kill any of them.

That makes sense, they can predict their target’s movement to lead their shots, and I think at least in the expanded universe, when two blaster shits collide they combine and their vectors change.

To Lucas, Grievous was a dick dastardedl moustache twirling villain who flees on sight of the Jedi and who was there just for Obi-Wan and Anakin to fight.

The Genndy shorts and the novel Labyrinth of Evil tried to make him more of a proto-Vader who became a cyborg through an accident ordered by Dooku/Palpatine and who was a strategist and warrior in his own right.

The Clone Wars Grievous is a more proper character, but I think Genndy Grievous served a better purpose setting-wise, to make the clone wars less of a fucking curbstomp in favor of the jedi. Also, and more a matter of personal taste, I liked Genddy Grievous as an example of technology letting certain characters keep up with Force bullshit.

Grievous should have been a scary distant figure next to Dooku, while creating another recurring villain for the weekly adventures.

So now that Genndy Clone Wars isn't canon anymore, how did Grievous get his cough?

Faulty bionics, apparently the cyborg-making since wasn't that well researched at the time despite being able to jump entire star systems and shit.

Obi Wan was OP.
Dooku told Grievous that he should run if he couldn't surprise and overwhelm the Jedi he was fighting. Grievous' freaky robot body and enhanced brain could only make up for so much against a focused and strong jedi. This is shown when Obi Wan just cuts off his arms when he tried his neat spinning trick. In theory, Obi Wan was probably one of best guys they could've sent to deal with Grievous. Obi Wan wouldn't get too freaked out, and even if he did, he'd still just act like a smug bitch. Plus, he was specifically great at fighting defensively.

2D is better than 3D. If 3D Grevious was as powerful as 2D that;d force Obi-Wan to do way more crazy moves in the movie to counter him.

Let's not go there, they have very different styles. Genndy's Grievous was a terminator figure for high adrenaline scenes and slight horror sequences, while Vader had all the sass and intimidation factor even when simply chatting.

Lucas got butthurt that people loved Genndy's star wars so much.

He also vetoed the storyboard artists that wanted to make Grievous extra scary in ROTS.

Because Genndy is a better film maker/storytelling than Filoni and modern George.

Supposedly (IIRC the novel mentioned it), Obi-Wan's style was focused on defense, and didn't leave openings for Grievous's aggressive style to exploit. The prequels put a lot of development into different lightsaber styles, and it's supposed to be a sort of rock-paper-scissors thing. Grievous could rampage over most Jedi, but Obi-Wan could just hold him off until there was an opening to lop off a hand or whatever.

Lucas created him to lose to Obi-Wan.
