Assuming she's the same chick that becomes a recurring character later, yes.
Yeah, it's very much implied in a couple of scenes.
She is a Scully reference but that user is still correct; Ennis later reused the same character in Punisher. She had a different surname in that comic, but one scene had her considering taking on the name "McAllister" again, and another scene had her mention a guy named Tommy.
Ennis is weird, that bit with the ufo is still really cool and shows off some of the better bits of Kyle's creativity. I think he just likes taking the piss out of serious characters.
