In a somewhat rational world where people like their children (imagine that), you'd probably see efforts to prevent mutant kids from manifesting uncontrollably without going fully hostile.
They'd probably be identified via gen testing, monitored for hormonal levels so they can be isolated at the onset of puberty and have their powers medically induced in a kind of test chamber with injection of stress hormones or whatever neurotransmitters trigger manifestations.
Then you look at whatever they do and deal with that. If even 1% of them would be hazardous, you'd objectively need to act on it. But they are almost all some kind of dangerous in some way, making controlled triggering absolutely necessary so they don't explode in a class room or poison a mall.
Most of all they need to be prepared that random shit WILL happen and panicking makes it worse. And they will be informed about possible consequences if they don't watch out. Like harming themselves and everyone they love.
Finally, all freshly manifested mutants will probably get some kind of rating from harmless to extremely hazardous.
The latter category would include people like Cyclops or Magneto who would probably not be part of wider society but get roped into some kind if army program for being basically walking weapons and capable of accidentally causing destruction.

Another factor would be drugs and/or vaccines given to babies/would be moms in attempts to suppress or turn off mutations. That was one of the things that made me roll my eyes at the Logan film was when they were talking about GMOing foods to get rid of mutants. Bud people are already spooked of them, just offer shots that suppress that shit and you'll have lines piling up at every hospital.
