Also, as the the lead up to FFH has featured people describing the Avengers as "gone" I'd imagine, at least until the inevitable New Avengers, the X-Men might be elevated as the premier meta team to combat evildoers, potentially receiving assistance from the remaining Avengers who will still be acting as heroes.

There is difference between "target of" and "victim of," brainlet. If he were a victim, he'd be dead. If he were a target, he would fall under the parameter, in this context, the ethnic parameter, that was being targeted by those committing the genocide. In the case of the Holocaust, he was Jewish, and therefore was a target of the Nazis who gathered him with other Jews, and sent him to the camps with them, but was not a victim of the genocide because he was not killed. we will see mutants soon enough, but they will be in different movies and sequels, we wont see the Xmen as such in this phase.
Do what they did with Red Witch, slip in a few mutants as side characters. I mean, Kitty Pryde did appear in Spiderman briefly as a student at his school. It would be sorta cool to have a big action sequence with phasing shenanigans.
