to be fair most of the examples Yea Forums likes to discuss either A) the result of magic or super-science thus it's easy to excuse such huge differences, or B) it's an alternate universe entirely from the original and thus there's all sorts of potential other differences to take into account

It's like the kind of zany flow that cartoonists like Kyle Carrozza try too hard to do, except the OP pic actually succeeds.
It happens pretty often that the lone scene with a sexy girl will be better-animated than everything else. This is why hot characters in a cartoon are an objectively good idea; they motivate the animation team to turn in a better job.
Meanwhile anime makes the mistake of using hot girls all the time, so drawing them becomes a rote chore for the animators.

In context, the plot is usually about the character having to deal with how different it is, so making the design look very different will drive home how out-of-sorts they feel.
An alternate universe deal (where it's usually about characters who were always this genderflip of the originals) usually keeps the physique more the same, like the Fiona & Cake cast.
