I think so, but I'm also biased.
They've never been face to face, but cosmic-tier characters are often written at similar power levels, I'm a fan of both so I can't fully decide. However yes, generally Richard Rider would be more powerful than her, although Carol was nerfed not too long ago and only until now she's exploring Binary mode again.
Richard can reach Herald-tier levels, so can Carol in Binary mode. Richard would beat her with gravimetric portals overall better skills, she might beat him if she absorbs enough energy and lets go.

I hope Ewing's Immortal Hulk keeps doing well, and I hope his Valkyrie with Jane comic does well (even if I don't give a fuck about Jane and Aaron is co-writing) mostly because I want him to either take over GotG or write his own Cosmic comic with an Annihilators type of crew.

I really want Ewing to wrench Cosmic Marvel out of Cates' hands, and part of this is why I hope people turn on him after he attempts his "Death of Rocket" arc, because I don't see it ending well. In fact, I think people will be disappointed by the end of this "Final Gauntlet" arc because it will show there was a build-up to absolutely nothing since they already figured Thanos was lying and are simply reacting to the persecution.
And yeah, Derek Landy would do a great job in Cosmic too, though I'd give him a Nova series and Sims & Bowers could finish their Darkhawk story, see where they take it. Plenty of creative writers to work with, and they give it to Cates because of sales.

The latest preview for GotG #5 pissed off people already because the Quill getting show was just bait and while it was obvious to me (he always ends an issue on a shitty cliffhanger that gets resolved quickly or brushed aside in the next issue) it wasn't to a lot of people.
His Guardians run isn't selling that well anyway and I don't even think he wants to be in GotG that much. He seems more excited over Venom and Symbiote shit judging from his twitter. I bet he only accepted writing Guardians as a way to keep writing CGR, Thanos, and his Dark Guardians. He also gets to mess with Silver Surfer which I also hate.

Thing is, apparently it's not even going to be THE Silver Surfer anyway, but a dark version of him. As we all know, Cates prefers to use edgy versions of characters because it's easier for him to blatantly ignore continuity and apply the same voice to all of them, so it looks like this is where it might be heading. It also explains why he's all cagey about it and saying shit like "Oh you don't even KNOW what I'm doing in this book, wait and see!", so this would be the perfect "twist" for people who aren't familiar with this two-issue appearance.
I do not have concrete proof, but upon reading these issues, the art style already shown and the fact that he inserted that "Fallen One" Silver Surfer in Thanos completely unexplained, it's possible this is all there is to it.

It was Dwayne McDuffie, and the way he told it, he meant for that scene to show that Surfer was choosing not to fight back but be visibly annoyed because obviously he could wreck T'Challa but wanted to talk things out, and the art just couldn't convey it adequately.

I've noticed cosmic characters fall into two categories.

It's kind of rare to see a superpower middle weight in space stuff. They are either not powered or they are a Thor level flying brick with energy manipulating powers
It's a hard call with Carol being written very inconsistently lately. She is supposed to me a 50-60 ton mid range area hero. Regular Novas are in the same area. Nova Prime is basically Thor/Wonder Man levels of strong and durable. But Carol is also hinted at being in that same area too.
First issue already had problems with Bill and several heralds having trouble with a black hole. They could easily fly out of a black hole and have done it several times in the past.

And I was wrong, it is a rumor though it seems reliable based on the amount of talks regarding Richard's involvement in Endgame and how he has been tossed around in previous script versions. Introducing him outside of a GOTG movie allows him to expand his backstory without having to share runtime with the Adam Warlock stuff in GOTG3, which is already a given.
I really hope it ends up being more than a rumor. Hopefully we'll see at Comic Con this year.
Ewing's doing something cosmic later. No Road Home's ending set up Hercules as being part of a team doing stuff in space, and Ewing's said he's got plans for him. That Nova/Quasar story in the annual might be further set-up.

Ewing Eternals would be pretty great, especially after how Aaron shit on them.
Aaron has no clue about the Eternals at all, down to the part where he has them DYING even though the Eternals specifically have respawn pods, dying is not an issue for them. It's not even a factoid, it comes with the territory.
But what pissed me off the most was Ikaris telling Tony about the Uni-Mind, a technique unique to the Eternals that absolutely has NO relationship with regular humans and they shouldn't be able to perform it.
I think in Rich's case, at least, DnA did give him challenges and made him face obstacles that were on par with his power level. He also did have problems fighting Silver Surfer and didn't really take on Galactus (DnA wrote the Big G like an unbeatable cosmic God too). In that same story he fights a psychic bad guy who was hitchiking in Galactus' ship and who posesses people and feeds on their pain and fear and was doing that while Galactus fed on their planets. Rich was trying to save people by that time while dealimg with that thing while also trying to stall Galactus and Silver Surder to have enough time to save everyone. Wasn't easy for him.
Also when he's running from Phalanx infected Gamora and Drax, who are trying to kill him, while fighting the infection within himself.
The problem is that with characters like that most writers aren't creative enough to write challenging stories with them or work ways to give them limits without nerfing them. Abnett at least has experience writing actual sci-fi and 40k which is why he can pull some creative and crazy shit for someone like Nova to tackle.
