No, it's because none of the creative teams behind the big-name characters wanted their characters associated with the team (with Dennis O'Neill being the only exception because he pitied Giffen and Dematteis), at first because they were retelling their origins and didn't want to tie them up with the Justice League, and later because they were considered a joke. George Perez literally demanded that Wonder Woman be taken off of Justice League Europe two issues in because he hated the team. They only started being taken seriously again when Morrison took over.
