He just knows that I'm awkward and sometimes do weird shit. He's known me for years and I think he just knew that I probably wasn't going to take it well, so he was trying to avoid something. He knew I cared about her and I still did and still wasn't better from what happened. So I think he saw that and just tried to make sure it didn't happen.

Yes, but that depends on the situation. If there was a failure of communication then closure is very much needed for both people otherwise both of them will repeat the same mistakes and will leave bitter at each other. If the person cutting contact has failed to mention any problems either because "social anxiety", "autism" or other excuse then the other person definitely needs closure because it's not their fault that the first person is a coward who would rather hurt someone who considers them a friend than force themselves to have an unpleasant conversation. If the person who is being cut off is being creepy, or gives other reasons to avoid them then giving them a closure is still a nice thing to do but chances are it's not going to work, in that one case simply cutting someone off is justified. I lean towards putting OP in the third category but without knowing the exact situation I can't say for sure that this was entirely his fault, especially since a lot of people use social anxiety as an excuse to not have to treat others fairly.

If you're someones friend, and by that I mean you give them reasons to think you're friends not just someone latching on a random person then you have a moral responsibility to be at least a little bit considerate of that person and their feelings. That doesn't mean you have to put up with them, but it means that you should try to be honest about your reasons and not run away because it's inconvenient to have a conversation. Unless someone has a good reason to just cut off someone who has strong emotional attachment then not letting that other person get any closure is a shitty thing to do and shows that the person doing it is at least partially at fault for the situation and doesn't have emotional maturity to handle any sort of close relationship. That said there are situations in which it's completely justified.
