Only if you cherry-pick how he was drawn in his very earliest appearances and ignore everything else. If the MCU can ignore how M'Baku dresses in the comics and turn him into a popular character, they can easily ignore 1960s Mandarin and use a more modern take on him.

This is what was worst about it. The twist villain has to be better than the fake villain. If the fake villain is more memorable, and seemed more threatening, the story is a failure.

My guess is that he clearly has some source in the business but it's second-hand and can be wrong and he doesn't hold any important position himself. So the Phase 4 rumors can be true but a lot of facts will probably turn out to be wrong by the time the movies get made. Right now they mostly exist as concepts except for Spidey and GotG 3 so these movies will the first and most important test for these leaks. The big threats that actually have conceivably been set up are Kang the Conqueror (The Avengers' time travel device still alive and well) and the 4th Celestial host (Celestials in the GotG 1 flashback, Knowhere giant celestial head, Ego is a celestial brain, upcoming Eternals movie) The Eternals movie basically confirms it. There's no way that would be in their plan unless they had some bigger plans to use that movie as a springboard for.
