Zemo didnt do shit in Civil War though. He failed to waterboard a dude He hypnotized Bucky and that failed The most he did was ""tear"" apart the Avengers, but them being in prison didn't last 10 seconds before Cap broke them out, and sent Tony a heart felt letter.
Literally any "Squabble" after that was Tony's fault for not forgiving Steve. Hell, nobody even attempted to hunt them down, not even Vision who believed this was the right course of action to take. They all forgot about their fighting immediately after it happened. Zemo's plan failed and Zemo was wasted potential in the movie.

>This Zemo was pretty important. It annoys me when people complain about how some movies don't affect the wider scale of the narrative like AoU. Sure the MCU isn't perfect or anything but credit where credits due it did a pretty good job at worldbuilding, callbacks and the reprecussions of previous films. Zemo and Ultron really helped with the breakup of the Avengers for Thanos to win, making the 'Assemble' moment even sweeter imo.
That being said id love it if we got some 'what if' MCU comics in how things played out. One user said a 'VisionUltron with mind stone and Dr Strange with timestone vs Thanos and Black Order' idea and now I really want to see how it would've played out
