In Endgame, Peter is his responsibility. He's a kid, and Tony gave him a spot on the Avengers. Of course he's upset that he lost him. A kid died on his watch, a kid who wouldn't be there if it wasn't him.
In Civil War, he took him out to do a job for him. Peter was his responsibility since he was chaperoning him.
But we are talking about Homecoming. In Homecoming. Things are business as usual. Peter was supposed to go back to what he was doing: fighting street crime. Tony wasn't watching over him doing that before, why should he have to start babysitting then?

He couldn't sit back and let that happen but instead of going straight after the lead Peter gave them tony showed up just to tell Peter to fuck off and then leaves. He doesn't look into the dude that just cut a boat in half and he doesn't listen to anything else. Peter wasn't trying to get in Tony's ass, he was trying to tell him there was someone stealing his shit and was putting the city in danger and he was trying to handle it himself but couldnt
